Privacy Policy

This parking permit site is operated for Delavan-Darien School District (the “Organization”) using PlatePermit, software provided by Luma Tech Digital (“PlatePermit,” “we”). The Organization decides what information is required for a permit and is responsible for how it is used. PlatePermit processes that information only on the Organization's behalf, as its service provider, to run this site.
Information we collect
- Applicant details: name, email, phone number (optional), and an identifier the Organization asks for (such as an ID number, grade, unit, or department).
- Vehicle details: license plate and state, and the vehicle's year, make, model, and color.
- Documents you upload: the documents the Organization requires, such as a driver's license, proof of insurance, and vehicle registration, along with any expiration dates you enter.
- Payment records: the amount, date, and status of your permit payment. We never receive or store your card number. Card payments are collected by Stripe directly on behalf of the Organization.
- Technical records: IP address and timestamps for actions such as submitting an application, kept in a security audit log.
We do not use advertising or analytics trackers on this site. The only cookies are those strictly necessary to keep staff signed in.
How the information is used
- To review your application and issue, manage, and enforce your parking permit.
- To email you about your application, payment, permit, and expiring documents.
- To keep the service secure, prevent fraud and misuse, and keep required records.
We do not sell personal information, share it for advertising, or use it to build profiles. We do not use it for any purpose other than providing this service to the Organization.
Who can see it
- Parking office staff authorized by the Organization can see your application and documents. Every time a staff member opens a document, it is recorded in an audit log.
- Parking enforcement personnel can look up a license plate and see only: the plate, whether the permit is valid, the assigned lot, and the permit holder's name. They cannot see documents, contact details, or payment information.
- Service providers that host and operate the service under contract: Amazon Web Services (hosting, storage, and email delivery), Stripe (card payments), and Google (staff sign-in only).
- As required by law, such as a valid subpoena or court order. Where the request concerns the Organization's records, we direct it to the Organization unless the law prohibits that.
How it is protected
- All traffic is encrypted in transit. Uploaded documents are encrypted at rest with managed encryption keys and stored in private storage that is not publicly accessible.
- Documents can only be opened through links that expire after five minutes.
- Location data and other hidden metadata are removed from uploaded photos.
- Each organization's data is isolated from every other organization's at the database level.
No system is perfectly secure. If we learn of a breach affecting your information, we will notify the Organization and affected individuals as the law requires.
How long it is kept
Uploaded documents are automatically and permanently deleted 30 days after the permit term ends. Permit, vehicle, and payment records are kept for as long as the Organization's records policies require, and then deleted at the Organization's direction.
Student and minor applicants
Where the Organization is a school, permit records may be education records under the Family Educational Rights and Privacy Act (FERPA). PlatePermit handles them as a service provider under the school's direct control, uses them only for the purposes described here, and does not redisclose them except as the school directs or the law requires. Applicants under 18 must have a parent or legal guardian review and agree to this policy. This site is not directed to children under 13, and we do not knowingly collect their information.
Your choices and rights
You may ask to see, correct, or delete your information, or withdraw an application. Because the Organization controls these records, please contact the Organization's parking office first. Parents and eligible students may also exercise their FERPA rights through the school. You can reach PlatePermit about privacy at privacy@platepermit.com. Some records must be kept where the law or the Organization's records policies require it.
Changes
If this policy changes in a meaningful way, the effective date above will change, and new applications will be asked to agree to the new version.
